Most neighbourhoods allow it. A few require approval. Check before you commit.
Artificial turf sits in a grey area in a lot of covenants, most of which were written before residential turf was common. That produces three situations.
Most common. The covenants say nothing about turf, which generally means it is permitted. If your association is active, a courtesy email before you install is still worth sending — it costs nothing and prevents an argument later.
Some covenants require architectural review for any material change to the front elevation, which can include turf. Submit before you install, not after.
A small number of Lexington associations restrict synthetic materials in front yards. Back yards are frequently unrestricted even where fronts are, so a partial installation may still work.
Look for your Declaration of Covenants, Conditions and Restrictions — usually provided at closing, and often available from your management company or on the association's site. Search it for "artificial," "synthetic," "turf," "landscaping" and "ground cover." Fayette County property records also hold recorded declarations.

Boards mostly worry about property values and appearance. Useful points: the installation will look maintained year-round rather than seasonally; it eliminates a neighbour's-eye-view problem if your lawn currently struggles; drainage will be improved rather than compromised; and water use drops substantially.
Showing a photograph of quality turf is often the whole argument. Most objections come from people picturing indoor-outdoor carpet from 1985.
If you rent, get written landlord permission. Turf is a permanent improvement and removing it is not trivial. Balcony and patio installations can be laid loose rather than glued, which makes them removable.
